Air Cargo Handling
What is Air Cargo Handling?
Cargo facilities at airports are managed by the airport managers. Handling agents are appointed by them and these are the only companies allowed to load and offload 'general cargo' on to and from aircraft. There are 'on-airport' and 'off-airport' cargo handling agents. The cargo handling agent either owns or leases warehousing facilities from the airport managers. He then arranges to have the facilities 'bonded' by Customs & Excise. By doing so the cargo handling agent makes himself responsible to Customs & Excise for the payment of all duties or charges on goods that pass through his facilities.
The handling agent collects a fee (per kilo) on all goods that he handles i.e. a handling charge. These charges are also referred to as the '512B charges'; the latter number being the IATA Resolution (rule) number which authorises the application of the charges. 512B charges are raised on exports as well as import consignments.
